National Assembly Ends Work of Extraordinary Session

On July 16, continuing the work of the extraordinary session, the parliament debated in the second reading and for fully passing the bill on Making Addenda to the Constitutional Law the Rules of Procedure of the National Assembly authored by the deputies of the RA NA My Step Faction Vladimir Vardanyan, Anna Karapetyan, Hayk Gevorgyan and Vahagn Hovakimyan.

According to the key speaker Vahagn Hovakimyan, in accordance with the amendment made from the first to the second reading, the tool of voting in written form will be applied exclusively by the deputies being self-isolated or isolated in case of state of emergency on the basis of the emergency situation caused because of pandemic.

The member of the RA NA Standing Committee on State and Lefal Affairs Nazeli Baghdasaryan presented the endorsement of the Committee and called on her colleagues to vote for it.

The RA Deputy Minister of Justice Vahe Danielyan voiced the positive position of the Government on the initiative.

The package of bills on Making Addendum to the Constitutional Law the Rules of Procedure of the National Assembly and on Amending the Law on Corruption Prevention Committee was debated in the second reading for completely passing it. The author of the initiative the NA deputy Suren Grigoryan urged his colleagues to vote against the initiative in the second reading, and after that, the package would be returned to the phase of presenting the recommendations after the first reading.

Afterwards the parliament debated in the second reading and for completely passing the bills on Amending the RA Law on Civil Status Acts, on Making Amendments and Addenda to the RA Code on Lithosphere, on Making Amendments and Addenda to the RA Law on Military-Industrial Complex, on Making Addenda to the RA Law on Notary Office, on Making Amendment and Addenda to the RA Law on State Registration of the Rights to Property and the enclosed packages of bills authored by the Government. The MPs also debated in the second reading the draft laws on Making Amendments and Addenda to the RA Civil Code and on Making Amendment and Addenda to the RA Law on Making Addenda and Amendments to the RA Labor Code, on Making Amendment and Addendum to the RA Law to State Non-Commercial Organizations, on Amending the Law on Advertisement and on Making Addenda to the Law on Medical Aid and Service of Population authored by the RA NA My Step faction deputies Narek Zeynalyan, Koryun Mkrtchyan, Arpine Davoyan, Lusine Badalyan, Hrachya Hakobyan and Karen Sarukhanyan.

Afterwards the voting in secret ballot for the member of the Central Bank Council was held. The RA NA My Step Faction nominated Hovhannes Khachatryan’s candidacy in that post.

The Chair of the Accounting Committee of the RA NA seventh convocation Vahagn Hovakimyan informed that 99 deputies took part in voting, 1 ballot was recognized invalid, 96 deputies voted for and 2 against the candidate. As a result, Hovhannes Khachatryan was elected member of the Central Bank Council.

The parliament voted against the package of bills on Making Addenda to the Constitutional Law Rules of Procedure of the National Assembly authored by the deputies of the RA NA My Step faction Vladimir Vardanyan, Anna Karapetyan, Hayk Gevorgyan and Vahagn Hovakimyan, on Amending the Law on Making Addendum to the Constitutional Law the Rules of Procedure of the National Assembly and on Amending the Law on Corruption Prevention Committee in the second reading for completely passing it.

By the authors’ recommendation, the abovementioned initiatives on moving the draft decisions of the National Assembly to the phase of submitting the recommendations in written form were put for voting, and they were passed.

The parliament passed the draft laws in the second reading by voting.

Covering the agenda, the National Assembly ended the work of the extraordinary session.
